It would be great to see a school or conference take that kind of principled stand, but... I find it hugely unlikely.
Would Michigan be able to fill its stadium if there were non-scholarship athletes on the field? Maybe, but probably not. I went to a Big 10 school, albeit an atypical one in Northwestern, and I enjoyed watching Joey Galloway destroy us (I'm old) but if the football and basketball teams hadn't been scholarship athletes it wouldn't have impacted how many games I went to or anything... but we were pretty bad in both major sports and I didn't go to a lot of games in any case (it was a long walk in the winter to get to the off-campus football field!)
So much BS. Maybe the conference could drop but teams like Ohio State, Mich, Mich State, Wiscy, basically the entire conference would get cherry picked.
It would be great to see this, but I do not see it happening.
